مجلس النواب يوافق نهائيا على تعديلات قانون تملك الأجانب للأراضي
وافق مجلس النواب خلال جلسة العامة، التي عقدت الأربعاء برئاسة المستشار الدكتور حنفي جبالي نهائيا على تقرير اللجنة المشتركة من لجنة الإسكان والمرافق العامة والتعمير، ومكتبي لجنتي الشئون الدستورية التشريعية، والشئون الاقتصادية عن مشروع قانون مُقدم من الحكومة بتعديل بعض أحكام القانون رقم 143 لسنة 1981 في شأن تملك الأجانب للأراضي.
During the plenary session, which was held on Wednesday under the chairmanship of Counselor Dr. Hanafi Jabali, the House of Representatives finally approved the report of the joint committee from the Housing, Public Utilities and Construction Committee, and the offices of the Legislative Constitutional Affairs and Economic Affairs Committees on a draft law submitted by the government amending some provisions of Law No. 143 of 1981 in The issue of foreign ownership of land.
وقال جبالي، إن مشروع القانون قد حاز الأغلبية اللازمة.
Jabali said that the draft law had received the necessary majority.
وقال اللواء أحمد العوضي رئيس لجنة الدفاع والأمن القومي بمجلس النواب، إن الأمن القومي المصري خط أحمر والمؤسسات المسئولة عن حماية الأمن القومي المصري مؤسسات وطنية قادرة على الحفاظ على النظام الأمنى وسيادة الدولة المصرية، والمصريين لهم استثمارات في دول عديدة حول العالم، وأمريكا نفسها تشجع على الاستثمارات وتمنح حق التملك للمستثمر لتنفيذ مشروعات على أرضها.
Major General Ahmed Al-Awadi, Chairman of the Defense and National Security Committee in the House of Representatives, said that Egyptian national security is a red line and the institutions responsible for protecting Egyptian national security are national institutions capable of preserving the security system and the sovereignty of the Egyptian state. Egyptians have investments in many countries around the world, and America itself encourages Investments grant the right of ownership to the investor to implement projects on its land.
وأشار رئيس لجنة الدفاع والأمن القومي، إلى أن الدولة حريصة على تشجيع الاستثمار، وهناك معوقات تشريعية تعيق الدولة لتحقيق الاستثمار منها بعض أحكام القانون المعروض، متابعا: "أطمئن الجميع.. الأراضى المخصصة للدفاع عن الدولة خط أحمر لا يمكن بأي حال من الأحوال الاقتراب منها، والمشروعات القومية التى تتم لا بد من موافقة الجهات المعنية عليها، والأماكن المخصصة للاستثمار محددة معروفة ولا تتعلق بالدفاع عن حدود الدولة نهائيا".
The Chairman of the Defense and National Security Committee indicated that the state is keen to encourage investment, and there are legislative obstacles that hinder the state from achieving investment, including some provisions of the proposed law. He continued: “I reassure everyone... the lands designated for the defense of the state are a red line that cannot be approached under any circumstances.” The national projects that are undertaken must be approved by the relevant authorities, and the places designated for investment are specific and well-known and not related to defending the state’s borders at all.”
جاء ذلك في كلمة للعوضي، أمام الجلسة العامة لمجلس النواب والمعقدة الآن برئاسة المستشار الدكتور حنفي جبالي والتي تناقش تقرير اللجنة المشتركة من لجنة الإسكان والمرافق العامة والتعمير، ومكتبي لجنتي الشئون الدستورية والتشريعية، والشئون الاقتصادية عن مشروع قانون مُقدم من الحكومة بتعديل بعض أحكام القانون رقم 143 لسنة 1981 في شأن الأراضي الصحراوية.
This came in a speech by Al-Awadhi, before the plenary session of the House of Representatives, currently held under the chairmanship of Counselor Dr. Hanafi Jabali, which discusses the report of the joint committee from the Housing, Public Utilities and Construction Committee, and the offices of the Constitutional and Legislative Affairs and Economic Affairs Committees on a draft law submitted by the government amending some provisions of Law No. 143. of 1981 regarding desert lands.
