أصدر رئيس مجلس الوزراء الدكتور مصطفى مدبولي، قرارًا ينص على أنه يتعين على الأجانب المتقدمين للإدارة العامة للجوازات والهجرة والجنسية، للحصول على حق الإقامة للسياحة أو لغير السياحة، بتقديم إيصال يفيد قيامهم بتحويل ما يعادل رسوم (الإقامة - غرامات التخلف - تكاليف إصدار بطاقة الإقامة) من الدولار أو ما يعادله من العملات الحرة إلى الجنيه المصري من أحد البنوك أو شركات الصرافة المعتمدة، حيث يهدف القرار الحكومي لتنظيم أوضاع الأجانب المقيمين في مصر بطريقة "غير شرعية"، مع مراعاة القوانين الدولية المعنية بالهجرة والإقامة، التي تهدف إلى تحسين إجراءات الإقامة وتبسيطها.
ووفقًا للقرار أيضًا، يجب على الأجانب المقيمين بالبلاد بصورة غير شرعية توفيق أوضاعهم وتقنين إقامتهم شريطة وجود مُستضيف مصري الجنسية، وذلك خلال 3 أشهر من تاريخ العمل بهذا القرار، مُقابل سداد مصروفات إدارية بما يعادل ألف دولار أمريكي تودع بالحساب المخصص لذلك وفقًا للقواعد والإجراءات والضوابط التي تحددها وزارة الداخلية، وبذلك تكون منحت مصر المقيمين "غير الشرعيين" على أراضيها مهلة 3 أشهر لتوفيق أوضاعهم وفقاً لضوابط وشروط تضمنها قرار حكومي، منها شرط وجود "مستضيف مصري"، ودفع رسوم تعادل 1000 دولار.

Also according to the decision, foreigners residing in the country illegally must regularize their status and legalize their residence, provided that there is a host of Egyptian nationality, within 3 months from the effective date of this decision, in exchange for paying administrative expenses equivalent to one thousand US dollars, deposited in the account designated for this purpose in accordance with the rules, procedures and controls that Determined by the Ministry of Interior, Egypt has thus granted “illegal” residents on its territory a period of 3 months to regularize their situation in accordance with controls and conditions included in a government decision, including the requirement of having an “Egyptian host” and paying a fee equivalent to $1,000.

جاء ذلك في إطار تيسير الإجراءات المتعلقة بتأسيس المشروعات الاستثمارية، وجذب المزيد من الاستثمارات الأجنبية للبلاد - وفي الشهر الماضي - قررت الحكومة المصرية مد فترة صلاحية التأشيرة السياحية لمرتادي اليخوت الأجنبية لتكون 3 أشهر" بدلاً من "30 يوما "، سعياً لتعظيم سياحة اليخوت الأجنبية لمصر، وتساءل الكثيرين ما هي شروط الإقامة فى مصر؟ فالأجنبي باعتباره غير حامل لجنسية الدولة، من ثم لا يحق له الإقامة فى مصر بإقليمها على وجه الدوام، وليس مجرد موافقة الدولة على دخـول الأجنبي إلى إقليمها قرينة على الحق فى الإقامة فى مصر
لذلك يجب على الأجنبي الحصول على ترخيص الإقامة فى مصر، حيـث نصت المادة السادسة 10 من قانون دخول وإقامة الأجانب رقم 89 لسنة 1960، على أن: "على كل أجنبي مقيم بجمهورية مصر العربية أن يكـون حاصلا على ترخيص بإقامته بها وعليه أن يغادرها حال انتهاء إقامته"، إلا إذا وافقت الدولة على تجديد هـذه المدة، ويحدد في ترخيص الإقامة فى مصر والغرض منها، بالتالي فلا يجـوز للأجنبـي أن يمـارس غرضا غير المحدد بالترخيص بالإقامة، ولا يجوز له العمل إلا إذا حصل على إذن من الدولة بذلك، وذلك وفقا لنص المادة "23" من القانون رقم 89 لسنة 1960

- تقسم الاقامة فى مصر إلى 3 فئات :-
القسم الأول إقامة خاصة.
القسم الثانى إقامة عادية.
القسم الثالث إقامة مؤقتة.

ما شروط حصول الأجانب على الإقامة الخاصة؟
(أ) - الأجانب الذين ولدوا في جمهورية مصر العربيـة قبـل تـاريخ نـشر المرسوم بقانون رقم 74 لسنة 1952 ولم تنقطع إقامتهم بهـا حـتـى تاريخ العمل بهذا القانون.
(ب) - الاجانب الذين مضى على إقامتهم في جمهورية مصر العربية عشرون سنة سابقة على تاريخ نشر المرسوم بقانون رقم 74 لسنة 1952 ولـم تنقطع إقامتهم حتى تاريخ العمل بهذا القانون وكانوا قد دخلـوا الـبلاد بطريق مشروع.
(ج) -الاجانب الذين مضى على إقامتهم في جمهورية مصر العربية أكثر من 5 سنوات وكانت تتجدد بانتظام حتى تاريخ العمـل بـهـذا القـانون وكانوا قد دخلوا البلاد بطريق مشروع، وكذلك الأجانب الذين يمـضى على إقامتهم أكثر من خمس سنوات بالشروط ذاتها إذا كانوا في الحالتين يقومون بأعمال مفيدة للاقتصاد القومي أو يؤدون خدمات علمية أو ثقافية أو فنية للبلاد.
(د) -العلماء ورجال الأدب والفن والصناعة والاقتصاد وغيرهم ممن يؤدون خدمات جليلة للبلاد الذين يصدر بشأنهم قرار من وزير الداخلية.
- ملحوظة: ويرخص لأفراد هذه الفئة في الإقامة مدة 10 سنوات تتجـدد عنـد الطلب .
What are the conditions for foreigners to obtain special residency?
(A) - Foreigners who were born in the Arab Republic of Egypt before the date of publication of Decree Law No. 74 of 1952 and their residence there was not interrupted until the date of implementation of this law.
(B) - Foreigners who have resided in the Arab Republic of Egypt for twenty years prior to the date of publication of Decree Law No. 74 of 1952, and whose residency has not been interrupted until the date of implementation of this law, and who have entered the country legally.
(c) - Foreigners whose residence in the Arab Republic of Egypt has been for more than 5 years and was renewed regularly until the date of implementation of this law and who have entered the country legally, as well as foreigners whose residence has been for more than five years under the same conditions if in both cases they carry out work. Are beneficial to the national economy or perform scientific, cultural or artistic services for the country.
(d) - Scientists, men of literature, art, industry, economics, and others who perform great services for the country and for whom a decision is issued by the Minister of the Interior.
Note: Members of this category are permitted to reside for a period of 10 years, which can be renewed upon request.
ماذا عن شروط حصول الأجانب على الإقامة العادية فى مصر؟
الإقامة العادية للأجانب فى مصر للذين مضى على إقامتهم في جمهورية مصر العربية خمس عشرة سنة سابقة على تاريخ نشر المرسوم بقانون رقم 74 لسنة 1952 ولـم تنقطـع إقامتهم حتى تاريخ العمل بهذا القانون وكانوا قد دخلوا البلاد بطريق مشروع ويرخص لأفراد هذه الفئة في الاقامة فى مصر مدة خمس سنوات يجوز تجديدها.
