Here are the conditions for investing in Egypt for Syrians, as we have recently witnessed many Syrian investors building their own projects in most of Egypt’s governorates, which have achieved remarkable success.

الاستثمار في مصر للسوريين

تقدم جمهورية مصر العربية الكثير من التسهيلات للاستثمارات الأجنبية التي تنطبق على السوريين وايضا المصريين، ففي العام الماضي، سمحت الهيئة العامة للاستثمار والمناطق الحرة للمستثمرين الأجانب بالإقامة لنحو 5 سنوات كـ شروط الاستثمار في مصر للسوريين.

متصلة قابلة للتجديد وذلك بدلاً من عمليات التجديد التي كانت تتم سنوياً، وبات المستثمر قادراً على البقاء في مصر طوال فترة حياة المشروع.

Investing in Egypt for Syrians

The Arab Republic of Egypt offers many facilities for foreign investments that apply to Syrians as well as Egyptians. Last year, the General Authority for Investment and Free Zones allowed foreign investors to reside for about 5 years as conditions for investment in Egypt for Syrians.

Connected and renewable, instead of the renewal processes that took place annually, and the investor is now able to remain in Egypt throughout the life of the project.

تسهيلات مصر للسوريين

  م+ن تسهيلات مصر للسوريين سمحت مصر في 2019 بمنح الجنسية للمستثمرين /الأجانب مقابل ضخ استثمارات جديدة ومتعددة، ويضمن قانون الاستثمار المصري بأن تتمتع جميع الاستثمارات المقامة بالمعاملة العادلة والمنصفة.

كما تكفل الدولة للمستثمر الأجنبي معاملة مماثلة للمستثمر الوطني، ويجوز استثناءً بقرار من مجلس الوزراء تقرير معاملة تفضيلية للمستثمرين الأجانب تطبيقاً لمبدأ المعاملة بالمثل.

Egypt's facilities for Syrians

Among Egypt's facilities for Syrians, in 2019, Egypt allowed granting citizenship to foreign investors in exchange for umping new and multiple investments, and the Egyptian Investment Law guarantees that all investments made enjoy fair and equitable treatment.

The state also guarantees the foreign investor similar treatment to the national investor, and an exception may be made by a decision of the Council of Ministers to establish preferential treatment for foreign investors in application of the principle of reciprocity.

شروط الاستثمار في مصر للسوريين

من شروط الاستثمار في مصر للسوريين الآتي:

1-لا تخضع الأموال المستثمرة بموجب قانون الاستثمار المصري رقم ٧٢ لسنة ٢٠١٧، لأي إجراءات تعسفية أو قرارات تتسم بالتمييز، وتلتزم الدولة باحترام وإنفاذ العقود التي تبرمها.

2-ولا يجوز فرض الحراسة القضائية على المشروعات الأجنبية، إلا بموجب حكم قضائي نهائي، كما لا يجوز التحفظ عليها إلا بموجب أمر أو حكم قضائي.

3-تتيح المادة (6)، للمستثمر من إنشاء المشروع الاستثماري وتوسيعه، وتمويله من الخارج دون قيود وبالعملة الأجنبية، كما يكون من حقه تملكه وإدارته واستخدامه والتصرف فيه وجني أرباحه وتحويلها إلى الخارج.

4-يجب المستثمر توكيل محامٍ بعد تأمين صورة جواز السفر وصورة عقد الإيجار، الذي يتوجه إلى الهيئة العامة للاستثمار، وتقديم طلب عدم وجود اسم مشابه للشركة المراد تأسيسها، ومن ثم التوجه لإدارة التأسيس من أجل كتابة عقد تأسيس الشركة.

5-للمشروع الاستثماري الحق في استخدام عاملين أجانب بنسبة 10% من إجمالي العاملين بالمشروع، ويجوز زيادة هذه النسبة إلى مالا يزيد على 20% في حالة عدم إمكانية استخدام عمالة مصرية تملك المؤهلات اللازمة.

Investment conditions in Egypt for Syrians

Among the conditions for investing in Egypt for Syrians are the following:

1- Funds invested under Egyptian Investment Law No. 72 of 2017 are not subject to any arbitrary procedures or discriminatory decisions, and the state is committed to respecting and enforcing the contracts it concludes.

2- It is not permissible to impose judicial receivership on foreign projects except by virtue of a final judicial ruling, and it is not permissible to seize them except by virtue of a judicial order or ruling.

3- Article (6) allows the investor to establish and expand the investment project, and to finance it from abroad without restrictions and in foreign currency. He also has the right to own, manage, use and dispose of it, and to reap its profits and transfer them abroad.

4- The investor must appoint a lawyer after securing a copy of the passport and a copy of the lease contract, who must go to the General Authority for Investment, submit a request that there is no name similar to the company to be established, and then go to the incorporation department in order to write the company’s incorporation contract.

5-The investment project has the right to employ foreign workers at a rate of 10% of the total workers in the project. This percentage may be increased to no more than 20% in the event that it is not possible to employ Egyptian workers who possess the necessary qualifications.

تكلفة إقامة السوريين في مصر

بعد التعرف على شروط الاستثمار في مصر للسوريين، نجد ان السوريين يستطعون الحصول على الإقامة العقارية في مصر بشرط تملك عقار على الأراضي المصرية، وتختلف الرسوم الواجب دفعها لهيئة الاستثمار تبعاً لنوع الشركة، وتبدأ من ١٠ آلاف جنيه مصري (600 دولار).

وكشف مساعد وزير الخارجية المصري للشؤون العربية، المندوب الدائم بجامعة الدول العربية، محمد البدري في 2019، أن عدد السوريين المسجلين في مصر يبلغ 137 ألفاً، بينما العدد الحقيقي يقدر بـ 550 ألف سوري.

The cost of residency for Syrians in Egypt

After learning about the investment conditions in Egypt for Syrians, we find that Syrians can obtain real estate residency in Egypt on the condition of owning a property on Egyptian lands. The fees that must be paid to the Investment Authority vary depending on the type of company, and start from 10,000 Egyptian pounds ($600).

The Egyptian Assistant Foreign Minister for Arab Affairs and Permanent Representative to the League of Arab States, Mohamed Al-Badri, revealed in 2019 that the number of Syrians registered in Egypt is 137,000, while the real number is estimated at 550,000 Syrians.
